II The argument

A school with two hundred staff should not run payroll in a spreadsheet.

The Monday-morning reality

Most schools between eighty and three hundred staff run payroll in a spreadsheet held together by one person's formulas, or in a generic accounting tool that knows nothing about a school day. PF, ESI and PT maths gets done by hand, a single mistyped cell becomes a wrong bank file, and Form-16 season is reconstructed from memory and receipts.
